I need to setup different shipping approach ...
1 - Shipping to Canada - Province Quebec
2 - Shipping to canada all other provinces
3 - Shipping to US ...
I notice that i can create rules by countries ... but not by state or provinces ... is there a way to do this ?

It should be an option inluded in VM ... why need to pay for an addon ... it is basic ...

I don't know if it must be included in the core.
Vm is opensource platform that has limitations like all other open source and not opensource platforms.
If You need custom feature You have many option:
1) hire a programmer
2) ask VM core developers to include this feature in the core but They do not have any obligations to do that. You have already got VM product for free.
3) Buy or find free third-party extensions
4) Start to cry and think that all people in the world must work for YOU for FREE :)))))
