I need to show shipping rates in a list like the old virtuemart 1.5. where I can assign various rates for different zones and the customer at checkout checks off the zone that corresponds to them. example:
Montreal, Dorval $20.00
Brossard, gatineau $30.00
Paris, London $50.00
Is there any existing plugin that will accomplish what I would like to do?

I think the free version of shipping by rules found at http://extensions.virtuemart.net/shipments/shipping-by-rules-detail
could work for you. You can set up rules by zip/postal code and set the shipping rate very easily.
