Print Page - Payment method list incomplete

I have both Paypal and Authorize.net active and set up.

However, when you go to choose a payment method, it only shows Authorize.net.

What did I miss to get Paypal to show?

Enable paypal plugin? Create paypal method?

Paypal plugin is enabled and the method is created.
