I am not able to find anything about how I can turn off the paypal fees in the checkout.
Fees are listed on the customers invoice.
Can't find anything in the payment plugin or configuration.
How can I remove that?

If you are using the Paypal plugin included in the Virtuemart_aio, then just put nothing in those 2 parameters
Fee per transaction
Percent of the total product amount

Both fields are empty.
The thing is, when I have the shipping address the same as the store location state, I get the same tax anount on the paypal fee line.

The amount for Paypal is the same as the tax amount of the product.
Could that be an issue with your template?
Check if you have template ovewriting, and just rename the folder of your template html/com_virtuemart to html/com_virtuemart_xxx and see if you still have the issue
I thought that too, but renaming my template folder or switching to Beez5 or Atomic gives me the same result. If the shoppers shipping address is in the same state like the shop's is, VM creates the same tax amount as paypal fee.

Some templaters have changed the core of VirtueMart.

Because I removed it from the graphic.
It seems to be solved.
I deleted the paypal payment method and created a new one and now it shows the price without paypal fee. Weird.
