Hello,

I am of French language and after an update of VIRUEMART, I have a party of the administration in English .
How can it  be done ?

I can't read your screenshot (might have been better to split it into two images, so that the text is readable).
First you can try to install the latest french translation from here: http://virtuemart.net/community/translations

Thank you, effectively the pach in French has solved  the problem.
Should I apply him to every update?

On the other hand, I have the version 21 and Virtemart wonder the update towards the 20b, why?

Maybe the developers change the version information only for the 'Stable' releases. 2.0.21 is a 'developer's version' for testing latest changes.
