blinking could be done without css3
back in past - almost 20 years ago blink effect was used by many web site
nowadays such "hi-tech" is a bit outdated

Blinking specifically on the territory of the former USSR (or Eastern Europe in other words) was overused during first 5-7 years of internet childhood. Today blinking text looks too :bleh.
