I will start off by saying that Im not 100% sure this is a VirtueMart issue, but I didn't notice it until I started using VM.
Here is my issue:
When a payment is cancelled or the address is changed, there is a site notice that tells the user either the payment has been cancelled, or the info has been changed.
The problem is, is that there is an exclamation point icon over the entire notice and you can not read it.
I have searched all over and cant find anything to do with notices in VM.
Joomla displays other notices just fine, this is why I'm thinking this is a VM issue.

Sounds like you have some Joomla template css file interracting with VM css. Use Firebug to examine the code. http://forum.virtuemart.net/index.php?topic=102850.0
