I am having issues with payment. After inputting address details the following error comes up:

We are sorry, no payment method matches the characteristics of your order. Please .
Save Cancel
This only happens when a user is not logged in.
You probably have selected a Shopper Group in the payment configuration. You should leave that empty (Select some options).

You should only select a shopper group if there is a restriction on shopper groups for a specific payment. Otherwise don't select shopper group, and it means : available for all.
VM2 could make the option selection much clearer to remove some confusion in this and other instances.
In VM2 we see the "Select some options" or similar wording on MANY occasions ( and great functionality it is too!)
However the wording is perfectly confusing, what is meant is "Leave this alone for ALL or select some options to limit".
I know answering these config issues is easy, but we should not have to keep answering the same queries about configurations because the users did what they were prompted to do!
More concerning for users is that as they get more confident and start experimenting, possibly by adding new options, then VM2 appears to break (of course it does not! it works as configured!!) and up pops another post about stuff not working - aaagggh!
"Select all options" Sounds like what many would want at first so they go ahead and do this. Each EXISTING group is added to the list so Select all actually means select every currently available option - but you will be in trouble later if you forget that you did this and add a new option as the new option is excluded.
So in VM2.1 can someone change the default prompts from "Select some options" to something like "Leave for ALL or select options"
and consider rewording the "Select all options" prompt to "Add all currently available options"
I have left the parameters box empty... it still says 'Select some Options' in grey....

yes you are rigth. The label is wrong.
Actually you select the shopper groups to
restrict the payment or shipment to a shopper group. May be the word "restriction" is better?
