Title: Fixed Shipping Charge By Location

Is there a way to charge a fixed shipping amount by location. Example: There is only one product for sale: Shipping cost to US $20, Shipping cost to Canada/Hawaii $60, shipping cost to all other international locations $120.
I was able to do this in VM1 but was not in VM2
