Well it is easy for some BFPO mail - up to a certain weight it is free - over that and hell breaks loose so they have to phone to discuss the rate because there are many ways to ship, eg just to the FPO for collection, to the FPO followed by commercial shipper (of which there are many). There is no simple rule for those.
