Title: Enable Sales Tax on Configuration tab missing. Where do I find it?

Under the configuration tab: I have shop, shop front, templates, pricing, checkout, product order, settings.

In the manual it calls out the tab: Global Configuration. Not just configuration and it shows different tabs: Global, security, site, shipping, checkout, downloads, & feed configuration. On the global page (in the manual) I see where you enable sales tax. i don't have that option with any of my tabs. I went to each one of them just to be sure I wasn't missing this. How do I find the 'global configurations tab to enable sales tax?

VirtueMart version 2.0.10
Joomla! 2.5.6

I have attached a screen shot of what i see on my system as well as what is listed on the manual.
