Is it possible to have people that are listed in Joomla as Admin's only be able to view the Orders on the Orders page?

Does it have to do with the ACL?

I installed Access Mgr. but its been no help.

I want to give two people and only two people who are Joomla Admin's access to the Orders page so that they can see the Orders. I have logged in as them, Admin's and they have access to VM but when I go to the Orders page, the Orders are not showing up. I know there are orders there because when I log in as a super user there are some there.

Is there a setting somewhere?
