Does anyone know how to set up Virtuemart 2.0.16 to allow shipping per product rather than weight?

I am working on a site that required three options:-

Shipping Cost - Nationally
Shipping Cost - Internationally
Shipping Cost - Free

The likes of Prestashop/Opencart have this facility and I do not understand why VM does not have it?

A free option would be great if possible.

Yep, it works for VM2 also.

We tested it but didnt like ti to be honest, is too complicated, is easier to set shipping rates with the core VM and there are some issues with the tax calculations.
