I need help on how to go by doing this for selling forms after they're filled out.(For Legal document Prep)

Steps For Example

CLICK, GET STARTED
REGISTER
FILL OUT LEGAL FORM
SUBMIT FORM
PAY FOR FORM

Please if anyone can guide me through this would be much appreciated.....
