Title: Select Shipment not working...??

I have to create shipment methods based on zip code, because locally shipment is going to basically be local delivery.  Anything outside of the local area needs to be shipped and a highly expensive rate, so bugs CANNOT be an issue here. 

So far I have created separate shipment methods based on zip code range ( IE... lets just say Range Start = 12345 Range End = 12349) and I have about 10 different shipment methods with each having their own ranges.  When testing, I add something to the cart, and by default the cart page says "select shipment"  If I choose that without editing billing info it tells me my order doesn't match charateristics...which I would expect.  But if I add info into billing and put in a zip code with a range that I have defined and then go back to choose a method, it does NOT show up.....I still get the "does not match any characteristics".  I see this posted everywhere online but no fixes for this.  I don't necessarily want it to "auto pick" even though I have that set too....but I at least want it to WORK if I go to select a method.  Please Please Please, someone help me out with this.  I need this to work and soon.

someone please help!!  This is very important, if nothing else, someone please let me know what version of virtuemart has the least amount of issues so that I can start from scratch.  I used to use 1.06 which looped during shipping, so started to build new site around 2.0.10 and shipping methods do not work.  I need a version that will let me either choose by city or, if by zip code, will actually function.  Again someone please, I am pretty desparate here.
