You have to create a new VirtueMart plugin.
If you go to your Joomla site, in folder /plugins/vmshipment, you will find the existing shipment plugins (at the very least you should see the "Weight and countries" plugin.
You may take this as a sample to create your own.

Please note: a plugin MUST be installed, it's not enough to just duplicate the folder. This is a Joomla feature.
