Is that possible? I dont know how that side of it works is it a cookie or is it recording users IP?

Would be very handy if peoples carts saved even when they left, I would love to configure a popup box that says something like welcome back we saves your cart or something perhaps.

We had the same problem. Check this. Store the elements for the logged users. So they can continue the shopping even they leave the site.
