I have gone to this site over 80 times trying to figure out how or what I must be doing wrong. But it will not give me a code to let me apply so I can get Api credentials. Any clues how to get that 9 digit number? oh yes I have registered and have received even a UPS welcome email but no sign of this code needed to continue on to this part and apply for these API credentials. Any clues?

and you can also call them, ask for internet or web services and tell them you are not developing a module. You are using an existing solution and simply need production access keys.

I have a need to be able to use my clients UPS account in shipping. My client has a high volume discount from UPS, and would like to include this in their on line store. Currently the UPS charges are much higher than my clients charges from UPS
I would think that others with virtuemart eCommerce would want to use there own special UPS shipping charges and not the standard UPS charges that the current UPS extension provides.
Anyone know of a custom UPS extension ?

I think what you are asking violates the rules of UPS. Even if you manage to get it working by using another persons account, eventually UPS may realize it and ban the account. So you run the risk not doing your job and also banning the account of your friend.
I dont think he was suggesting using others peoples accounts, just have a functionality so that those who do have special UPS rates can get those rates in realtime for their own account
so, i don't know of anything out there, and as i have not ever seen a request for this functionality, its doubtful someone would create a module for this.

no, it is not reliant on third party functionality like fedex is part of the problem with fedex is that they changed the way they work at the same time as the vm changes
