I can't select State / Province / Region on the Tax & Calculation Rule Details even if I already selected a country with states in it.
After clicking the State / Province / Region field, it says Select all options and then I get an empty Please Select drop down menu.
I'm having the same issue, no one has a solution for the problem since May? Geez!
Same issue in Joomla 2.5 and Virtuemart 2.6.12
I have not had this problem before. I am always able to select a state in the tax rule, but for some reason I can only select country and there are no state listed to select from?
Answered my own question... Login and go to Vitrumart, Configuration, Template Tab and make sure Using the Script ajax Countries / Regions is checked. This corrected and allowed me to select State again.
