I just installed VM rev 5824. German states have been added. But somehow they are not inserted into the table jos_virtuemart_states and therefore can't be selected. Maybe I made a mistake while creating the installer, but all other features like e.g. "Cart displays now the prices with quantity" (rev 5820) are working, also the version number (2.0.4).
We are just testing the release. In your case you could do a fresh install via tools, or you add it manually per sql.
NP. Just wanted to mention it. I added it per sql.
