I.e. Country is NOT equal to U.S. (As opposed to having to select the dozens and dozens of countries.)
Same holds true for tax.

I have done this for a few local countries.
The easiest way is use the description field a simply say this freight only applies to oversseas clients ( USA residents must choose the alternatives below)
The USA residents - will then see two or three options - often cheaper than the OS freight.
The will choose the right option - but ( I have placed this on the front page of the site too) in a variety of descriptions.
