USPS shipping not Showing cart only UPS

I have UPS setup as one of my shipping options and I'm also trying to add USPS as well but the USPS shipping option is not showing my cart... can someone help

Is it enabled in the VirtueMart configuration 'Shipping' tab?
What shows up in debug mode?
