Making Dropdown required for County

Hello,
I have a site that is running virtuemart 1.1.4 and i have tried to make the a drop down in the registration form and shipping form required. It is defaulting to select, so the user can by pass it without selecting anything. i need this dropdown to be required and throw and error message if they dont make a selection.

I would not like to upgrade the site because someone tried that already and messed up all the code that i edited... so i had to upload all the original files from backup. Also this site is live so there cannot be any downtime, it will need to be worked on from another server (copy site to other server)
