We are unable to ship USPS as there was an error

Hello All,

I am developing one site for my client.

I need to use his shipping method as USPS.

Client shipping rate for all the products is $1.99 ( * For All products)

Client store is located at US and suppose if I purchased that from India address.

After submitting the above address in checkout it shows me the below message....

We are unable to ship USPS as there was an error,
please select another shipping method.
We are unable to ship USPS as the package weight exceeds what your
country allows, please select another shipping method.   USPS ($0.00)  -

need a clear documentation or steps to enable USPS and configuring that without any issues.

I searched in forum but I didnt get clear steps.

Please need a help urgent....

There's another poster on this page about India and USPS. Might want to check if it actually works for India. I don't see this as being a VM problem.
