FedEx Chekout Error fsockopen fedexdc.php

After migrating to a new server, a problem has emerged during checkout when it comes time to select shipping. I have searched the web as well as this forum and am uncertain as to the culprit or solution to this problem. Does it reside at the server level, within Virtuemart or at FedEx? And what to do?

Check your PHP build settings (available in Joomla system info page)...looks like you don't have support for HTTPS.  It will need to be rebuilt with that enabled.
