Out of memory for parent category [vm 4.0.20]

When editing any product category, the select box for "Parent Category" always indicates "top level category".
After saving the reordering of categories and re-editing this category, it still shows "top level category" by default

P.S. the administration panel has little to do with responsiveness.

Everything is showing fine for me.

After selecting a subcategory other than "top level" and saving, then after editing again, the same checkbox no longer indicates that category.

The site is also not responsive on small screens, so how can you think that's okay?

Not every salesperson works stationary on a large monitor or on a smartphone. Some have medium mobile devices.
Responsiveness is not limited to just a few screen sizes. The website should be readable on any screen.

Can confirm this problem on VM4.0.20 on J3

It is only the display though .. what ever parent category you choose is saved

The cat display in admin (parent ) is fixed now in VirtueMart 4.0.21 10849
