Do I need a separate plugin for this shipment setup?

We want to set up a shipping setup like this:


One main product shipping US $15
Multiple us $10 each additional

International $30
Multiple international $15 each

Main product storage bags:
Shipping without main product purchase $5
Bag ships with main product for free

Can this be done with the default shipping plugin or is there a different plugin that will be necessary?
