In language debug i see this one, but the files exist

**Not loaded** : JROOT/language/en-GB/en-GB.com_virtuemart.ini
**Not loaded** : JROOT/administrator/language/en-GB/en-GB.plg_gsd_virtuemart.ini

Joomla version 3.9.19
VM version 3.8.4.10335
PHP version 7.3.19

The location of the file en-GB.com_virtuemart was changed long time ago from

JROOT\language\en-GB\en-GB.com_virtuemart.ini
to
JROOT\components\com_virtuemart\language\en-GB\en-GB.com_virtuemart.ini

If the file from an old VM installation is present there , you should delete it and keep only the one in the new position.

Don't know which plugin is related to en-GB.plg_gsd_virtuemart.ini, but it looks like you don't need it, if you use the Italian translation in administration.
