Paypal email not sending

Hi, only the paypal payment method is not sending emails.

I have two joomla websites using the same paypal email and only one website is not sending.

Virtuemart 3.2.13

What is the condition for sending e-mail ? confirmed ?
Does the other payment send emails, does e-mail work ?
