Products not following default number of products in a row

PHP 5.6.29
Joomla 3.6.5
Virtuemart 3.0.18

On my live site www.officeasy.com.au products are showing as 1 then 3, 3, 3, 3 etc leaving a blank space.  Doing testing in Virtuemart / configuration / templates I set default number of products in a row to 2.  Nothing happens except a notice saying "taking config from file"  Yet a local machine I've got the same config on works perfectly!  Doesn't tell me it's "taking config from file" and applies the changes and now I've got 2 or 1 or 3 or 5 products in a row. 

Any thoughts?
It was a direct upload from my pc to remote site.
