Failed Transaction causes endless loop

I have a very strange issue that I need some help getting resolved.
It is hard to explain so I made a video that better illustrates the issue. (link below)
We are using authorize.net but we also tested it with a third party Stripe plugin and it gives the exact same results.

The issue comes when a customer enters the WRONG credit card number and it fails.
After the failed transaction the user is shown the payment option screen again with the credit card fields.
If they try to update the information and click continue the fields are cleared out. This causes an endless loop of not being able to check out.
If I select another payment method and then switch back again, it lets me update those fields. But a regular customer would never think to do this.
