authorize.net not getting shipping data

Hello,

I have a client that is using VM 2.x on Joomla 2.5. We are poised to upgrade to Joomla 3.4 and VM 3.

However, they are had a fraud issue and so have enabled authorize.net's fraud check to compare the billing address to the shipping address. If they are different it send a notice to the account admin email address.

The issue is that they get the email notice for the billing and shipping addresses being different even when they are the same.

Anyone know where I should start looking to make sure authorize.net sees billing and shipping addresses are the same when they are?

I'm not sure how to troubleshoot this.
