Any reason why you start with an outdated version of VirtueMart? Current releases are Joomla 2.5.24 and VirtueMart 2.6.7.
Concerning your missing vendor email, go to VirtueMart Configuration > Checkout tab and check if you have set 'Default Order Status to send email to vendor' to "Confirmed by Shopper".
