Pagination issue in Front End ...

I av been looking for front end pagination issue since morning.. gone into many posts and reviews .. yet din find a proper one .. My Problem remains unchanged
so here is the link -

Start and page 1 when clicked url does change as well as its jus stays on the current page page

Precisely the point -  Start and page 1 not working , pagiantion error. .

I have in my Configuration>Max products per view in frontend: 16

In my categories>Initial Display Records: 16

On some categories it works. On some, it doesn't and I get the loop.
