Coupon or discount based on total quanity of items in cart.

Hello all,

I have a customer that sells wine.  Its the only product they sell and they wish to run a promotion where they would sell wine with a % based discount applied to the cart when the quantity is over 12 total items in the cart. 

If cart quantity is greater than 12 (regardless of which items are there) then apply a 10% discount to the total cost of the items.

I'm using Joomla 2.5.9 and VM 2.0.18a


#1 is this possible with existing addons/plugins?

#2 If this is not possible with existing addons/plugins my customer is willing to hire a programmer to develop such a plugin with me acting as the project manager since I'm "the web guy and I have a general clue as to how this stuff works.
