access to virtuemart component for joomla user

I made a new user (the client) in joomla and gave him manager rights. This user is also vendor in Virtuemart. Unfortunately in joomla backend the virtuemart component is not visible for this user. With other components there is an icon in the top-right corner called 'options', allowing me to set access rights for certain user groups. I don't see this option in Virtuemart. How can I make virtuemart visible for a user that is not a super user?
I use VM 2.0.18a and J 2.5.8.
