How to configure tax by user group

I have created two tax rules.  For one I have selected all user groups except a group called corporate.  The other rule is zero tax for the group called corporate.  No matter what I do all groups are charged the highest tax rate.  Does this function actually work?  VM 2.0.18, Joomla 2.5.8

I have also tried creating a zero tax rate as default (no groups, products or countries specified) and a second rule of 10% for groups other than corporate.  Still everyone is charged 10% gst including corporate.
