Download Option not appearing in Configuration

I am trying to turn on the Download option for delivery of digital media in Virtuemart.  All the instruction say to go to configuration and check the download option.  There is no Tab for Download.  What am I missing?

Virtuemart v 2.0.16

Have you installed a virtual products plugin? Either http://extensions.virtuemart.net/extensions-virtuemart-2/shipment-for-virtual-products-detail or one of those in the 3rd party extensions board?
