Select states having Country filed unpublished

Hello.
I noticed that when registering an account the States drop down menu is active only when I publish the Country shopper field.
Is there an option where I can have the Country shopper filed unpublished and still be able to see the states?

ps: eshop will work only for people coming from a specific country
