2.0.11e Tax issue - shared / multi-vendor

Ok If I set up a tax and leave the vendor blank ? does that tax apply to all goods or do I have to set shared?

Could ( shared) have a clear roll over description of what it means-  and maybe the same with the vendor in tax.

Some thing like - This only applies to multivendor - shops - leave unticked if only one vendor.

* or Share ( tick this if you wish to have this tax apply across all Vendors)

You can just not choose a vendor? Hmmm, little bug. And the shared option is only visible if you choose multivendor.
