The text "VirtueMart Control Panel" is made up from two constants in the administrator language file en-GB.com_virtuemart.ini
COM_VIRTUEMART (for VirtueMart) and  COM_VIRTUEMART_CONTROL_PANEL  (for Contol Panel)

Use the Language Manger in Joomla 2.5 to make overrides with your new text. http://www.ostraining.com/blog/joomla/languge-manager/

Note that an override for COM_VIRTUEMART  will apply for all instances of that constant in the backend.
