Problem with Coupon Discount

I have a tax rate with the amount of 7% (should be added to every product, shipping rate, etc. so i choose Tax per Bill)
When I add a product with $199 to my cart, everything is OK (calculates $199*1,07 = $212,93 - same works with discounted product)
But when I add a coupon discount during checkout (e.g. -$50), it substracts it from the tax-calculated price ($212,93 - $50 =$162,93) instead of adding the tax after discount ($199 - $50)*1,07 = $159,43

No matter which type of Arithmetic Operation I choose, it is always wrong (e.g. Price Modifier before Tax).

Whats the problem?

Did you try the VatTax=? ahh yes, the german translation shows two times the same tax, switch temporarly to english for this in the BE
