Where do I customize billing address fields ?

I mean :"Add/Edit billing address information "

As this site(that's not mine) my own site has trouble with State / Province / Region * 
set as compulsory and not being able to show up provinces of a selected country.

How can i omit that field or set it to non-compulsory ?

Found it. In your Database you go to table : Structure jos_virtuemart_userfields

and check the column of the field 'required'  to 0
