bill to address not populated after login for returning customer

On the cart page, if a returning user logs in, the bill to address is not populated, however if you login through "Account" on the menu bar it does show the address. Running 2.0.26d and Joomla 2.5.14. Tested with and without caching enabled. Also tried it with the beez template, same results. The URL is www.wildbirdhabitatstore.com.

I did update to 2.5.18 but that did not fix the problem.
