VM 2.0.4 tax rules changed?

I updated my test site to VM 2.0.4 and remigrated my data and restored on the tax rules that I lost in the process.  I created a tax rule for WA state of 9.5% and assigned it to my non-food product categories.  In an earlier version of VM 2.0 this automatically added the tax to any products within the category to which it was assigned.  That is not the case now.  Was this an oversight or deliberate change?  It would be rather tedious to have to go into each product and assign the tax rule I have created.  Any comments?
