Upload an Excel Spreadsheet to shippig

Hi,

My IT guy has dropped me right in it.

He uploaded my shipping rates using an excel spreadsheet I prepared and now I am unable to contact him and the rates need changing. I am loosing money on the site as the postage charges are last years. I have tries to change them in shipping but when I do, the VAT element does not work.
Does anybody know how I can upload my spreadsheet to my website ??
