PayPal IPN Error: Order Total/Currency Check failed

hello
i have the following problem when someone pays with paypal in virtuemart
for example the price is 64,85€ then paypal only puts 54.58 € in the checkout
54,58€ is amount without the 19% vat tax

and also this message appears as an email:
During a paypal transaction on your site the received amount didn't match the order total.
                    Order ID: 20.
                    Order Number: aeb9a73c4d01a3166a25061a702d256c.
                    The amount received was: 54.58 EUR.
                    It should be: 64.95 EUR.


how can i correct this?

Turn off tax calculations in Paypal.

Or don't use negative payment discount if you use 1.1.3, not sure if positive values work but I know negative ones don't. So you can't add a surcharge on paypal payments. Unless my Paypal script is old.
