Can't get this thing to work

XAMPP and Apache 2 servers, both failed.

I have not been able to get the UPS service to work. On the live site it does not report errors but it does not show anything at all.

On the test bed XAMPP I have only errors.

The windows firewall is not blocking it. It fails on Linux + XAMPP as well.
The Router is not blocking it and all permissions on 80 443 and so on are correctly set.

Looks to me like PHP does not have your SSL module enabled.
It is a separate step.

Double check that SSL is working at all.  Certs are in the right spots etc.

Actually the cert is an Xampp cert. may not pass at UPS would that be true?

Yes but you still need to enable SSL on Xamp separately.
