Shopper fields based on country or shopper type?

Hello,
I'm running VM 4.0.6 and I'd like to know how to manage some shopper fields.

I want to show/hide some fields based on country or type of buyer, for example:

1) Field "Fiscal code" mandatory and visible ONLY to Italian private
2) Field "VAT ID" mandatory and visible only to EU Businesses
3) both above not visible to buyers outside EU

How can I do this?
