"Required field is missing" missing while adding Terms of service text

Hello,
I wanna add Terms of service text but after saving it, I'm getting message "Required field is missing".
I cannot figure out which field is missing.
Any ideas?

Where is the error coming ? In checkout In front end in Back end ?

You have ta have username and email activated for ex.
